Working in Zutphen means being part of a historic Hanseatic city with a strong identity. The municipal organization has about 550 civil servants and around 200 employees in social work services. The Welfare & Wmo team consists mainly of two pillars: execution and policy. Approximately 20 Wmo consultants focus on assessed care, while the policy team comprises about 10 staff members working on welfare, health, sports, inclusion, and related services. The front office, back office, and quality assurance complete the team. Within the team, you will closely collaborate with three experienced staff members who form the core team and serve as key contacts for daily practice, connecting various parts of the team.

You are an experienced and people-oriented leader who is visible and accessible. You provide professionals with the trust and space to perform their jobs effectively while being clear about direction, expectations, and responsibilities. You know when to listen and connect but also when to make decisions and take action. You navigate easily among people, content, and the organization, looking beyond your own team and domain to contribute integrally to the organization's development. You are also firm in your interactions with management and directors, understanding the political-administrative landscape, weighing different interests well, and knowing when to advise, set boundaries, or create space.

Additionally, you bring:

• A WO work and thinking level.
• Extensive leadership experience and experience in strengthening teams, building trust, providing direction, and offering support.
• Experience in a complex political-administrative environment.
• Sensitivity to the dynamics between management, policy, and execution.
• Demonstrable experience in the social domain, with strong knowledge of the Wmo.
• A decisive, visible, and accessible leadership style.
