Program Manager Regional Collaboration Elderly Care at Avoord

We are looking for program managers for three regional collaborations in elderly care, starting January 2027, for at least one year.

The regional innovation primarily lies with the participating organizations and is facilitated by a coordinating program team, consisting of a program manager, program coordinator, and communication advisor. This team operates independently from the individual organizations.

The team is not merely supportive of the process; it embodies the process itself. It ensures cohesion among action lines, initiatives, organizations, and governance tables, maintaining progress between meetings and continuity of knowledge and relationships necessary for organizations to stay aligned.

The program manager for Brabant Verbindt Zorg acts as the right hand to the executives involved in the collaboration, particularly the daily management team. You will advise and support executives in setting up, organizing, leading, implementing, and evaluating the regional program and the collaboration. You are a crucial sparring partner for executives and serve as the connecting factor among various project leaders and initiatives, fostering synergy among projects that reinforce one another.

Wat ga je doen?

Bestuurlijke regie & advies: Prepare, facilitate, and follow up on governance meetings. You will advise executives on process interventions and governance, both proactively and reactively.
Programmasturing & samenhang: Monitor the progress of the regional transformation agenda and ensure coherence among various action lines and projects.
Begeleiding van projecten: Support and direct (external) project leaders, providing clear assignments and monitoring results.
Netwerk & vertegenwoordiging: Act as the central point of contact for the collaboration and represent the region at supra-regional and national tables.
Communicatie & proces: Ensure clear information flow and structure within the network.

Regional collaboration requires balancing regional agreements and mutual differences, cooperation and competition, and autonomy and compromise among organizations in the region. This demands firmness, political awareness, diplomacy, and respect for each organization’s identity. You know how to bring and maintain the collective interest within the themes on the table and can navigate potentially differing viewpoints.

The program manager is entrepreneurial, easily connects with others, sees opportunities, and gains energy from taking on new challenges. At the same time, the role includes many elements that can primarily be handled from the background, hybrid, and from home.

A pragmatic connector with leadership skills: you bring people, interests, and initiatives together and translate the shared ambition into concrete movement and results.
Politically and administratively sensitive: you navigate smoothly between the autonomy of individual care organizations and the collective regional interest. You can persuade without hierarchical power.
Self-starting and strong in organization: you bring calm, structure, and process discipline. You switch effortlessly between strategic advising and practically organizing network collaboration.
Results-oriented and persistent: you maintain focus on agreements made and adjust as necessary, even when interests diverge.

Jouw Ervaring & Kwaliteiten

Academic level of thinking and working with in-depth knowledge of healthcare (preferably elderly care).
Proven experience as a program manager or network coordinator in complex multi-party collaborations.
Substantive knowledge of healthcare, preferably elderly care.
Experience in handling conflicting interests and maintaining political support.
Good accessibility and affinity with the Brabant region.

Wat bieden wij?

Overeenkomst: A contract for services.
Looptijd: Initially for a duration of 1 year, with the prospect of extension.
Flexibiliteit: A dynamic role with a lot of independence, to be fulfilled hybrid (combination of working from home and site visits in the region).
Tarief: Market-conform ZZP rate, depending on experience.

Brabant Verbindt Zorg consists of four regional collaborations that connect elderly care organizations within and between the North Brabant care office regions. Together, including our financiers and chain partners, we make elderly care future-proof. We do this through initiatives aimed at self-reliance, social and technological innovation, longer independent living, future-proof living concepts, and the retention and employability of care staff.

In the North Brabant regions, elderly care organizations have been working closely together for years, and the connection between regions is becoming increasingly stronger. Collaborating beyond regional boundaries provides greater insight into necessary developments and offers opportunities for organizations to jointly navigate the required transformation. The innovation program of the collaborations will take a next developmental step starting in 2027. With the Main Lines Agreement Elderly Care 2025-2028 and the new procurement framework in hand, we will reassess the focal points in regional collaboration.

As both the current program manager in South-East Brabant and the program manager in West and Central Brabant will be leaving at the beginning of 2027, we are looking for new program managers for these regions.
