In the Netherlands and globally, two significant challenges in planning intersect: the housing crisis, characterized by a shortage of quality housing, and the climate crisis, which poses severe environmental impacts such as rising water levels. These crises necessitate new spatial arrangements that often conflict, particularly when new housing is constructed in areas vulnerable to climate change. This PhD project addresses the question: How do planning techniques shape governance decisions regarding risk and development, and what urban futures do they render conceivable?
This research posits that climate risk is typically treated as a technical issue, quantified and integrated into evaluative frameworks. Techniques like cost-benefit analysis (CBA) convert uncertain futures into calculable present values, thereby making climate vulnerability manageable within administrative contexts. The project argues that valuation techniques are not impartial tools; rather, they serve as socio-political instruments that operationalize global valuation and risk logics in local planning decisions. Their effectiveness stems from their ordinariness, as they are embedded in the bureaucratic processes that shape future planning.
Valuation methods, including CBA, are supported by what are termed 'imagination infrastructures'—comprising guidelines, standards, networks, and practices that render them authoritative and self-evident. This PhD project will critically examine how these techniques and infrastructures influence what can be envisioned and negotiated in spatial planning. By tracing CBAs through global expert networks and local planning practices, the research aims to reveal the 'boring power' of these planning techniques and propose alternative imagination practices and infrastructures.
The successful candidate will be part of an interdisciplinary research team at the Department of Human Geography and Spatial Planning and the Copernicus Institute of Sustainable Development at Utrecht University. The team includes Dr. Josje Bouwmeester, Dr. Katinka Wijsman, and Dr. Joost Vervoort, each bringing expertise in urban planning negotiations, knowledge politics, and transformative imagination. This project combines theoretical exploration with empirical research into actual planning negotiations and techniques.
