Rijkswaterstaat is committed to maintaining well-functioning roads and water systems in North Holland, serving millions daily. As a Legal Advisor, you will engage with complex legal matters and provide both solicited and unsolicited advice from our Haarlem office.

De Rol

Your role is diverse, primarily focusing on road and water management. You will be the legal point of contact for questions regarding road management, water management, and nautical oversight in the region. This involves assessing activities by Rijkswaterstaat, municipalities, businesses, and citizens. You will frequently collaborate with colleagues from real estate, permitting, enforcement, and policy departments. Additionally, you will advise on governance agreements and handle objections, serving as a legal resource for the region while having the freedom to approach tasks in your own way.

Verantwoordelijkheden

• Provide legal advice and independently work on legal cases based on knowledge of administrative and private law, particularly the Environmental Law and relevant policy frameworks.
• Advise on permits and enforcement actions by Rijkswaterstaat.
• Contribute to other legal products from the department, such as handling Woo requests, complaints, and damage claims.
• Act as secretary in objection procedures.
• Handle (higher) appeals, representing the Minister in court and defending issued permits and enforcement decisions.
• Participate in various meetings, clarifying the legal implications of planned actions, both upon request and proactively.

Jouw Team

You will work within a team of four other legal advisors, collaborating closely to discuss challenges and share workloads. While you will manage your own cases independently, there is ample opportunity for brainstorming together. You will also frequently liaise with other colleagues within the Works Package department (22 people) and more broadly within Rijkswaterstaat to gather specialized information. Every two months, our entire department enjoys a social activity together. Hybrid working is possible: Thursdays are designated office days, while other days can be flexibly arranged.
