The Role

The Access Embassy is expanding its network of experienced freelance consultants to support immediate projects and future opportunities. As a Freelance Access Policy Consultant, you will contribute to projects at the intersection of life sciences, market access, health policy, and stakeholder engagement. Your role will involve analyzing global, European, and national policy landscapes, identifying access challenges and opportunities, and translating complex questions into clear external engagement strategies and practical actions.

Responsibilities

• Conduct horizon scanning and analyze global, European, or Dutch health and access-policy developments.
• Map stakeholders and design engagement or partnership strategies.
• Translate policy trends and stakeholder perspectives into practical strategic recommendations.
• Develop policy positions, strategic frameworks, concise briefs, presentations, narratives, and playbooks.
• Design and facilitate stakeholder dialogues, workshops, and consultations.
• Support coalition-building by connecting perspectives across healthcare, government, NGOs, and industry.
• Contribute market-access technical expertise to client projects.
• Collaborate closely with clients and other members of The Access Embassy’s freelance network.
• Manage your work independently and deliver consistently high-quality outputs.

Opportunities will typically require availability of approximately two days per week, with assignments organized on a project-by-project basis and working arrangements agreed for each engagement.

We are particularly interested in professionals operating at the following levels:

• Senior Consultant / Project Manager: At least five years of relevant experience.
• Senior Associate / Consultant: At least three years of relevant experience.

Requirements

We are looking for professionals who bring several of the following capabilities and qualifications:

• Experience in global health, life sciences, public-sector policy, or public affairs.
• Demonstrated experience in stakeholder engagement, including working with diverse partners across healthcare, government, NGOs, and industry.
• Consulting experience, with a track record of advising clients on strategy, policy, or access-related challenges and delivering structured recommendations.
• Knowledge of health policy, global health, or market access, with an understanding of how policy shapes access to medicines and health technologies.
• An in-depth understanding of policymaking at global, European, and/or Dutch levels.
• First-hand knowledge of how different access-policy stakeholders operate and what matters to them.
• Strong analytical skills and the ability to synthesize complex health-policy and access-related information into clear, actionable insights.
• Excellent communication skills, including policy writing, presentation development, and the ability to convey nuanced concepts to varied audiences.
• A relevant academic background in public health, health policy, international relations, political science, economics, or a related discipline.
• The ability to work independently and operate effectively in a fast-paced consultancy environment.
• The ability to use AI tools thoughtfully and effectively.
• Fluency in English; Dutch or another European language is an advantage.
