Job Context

Hivos was awarded the THRIVE Program (Promoting an Enabling Environment for Civil Society) under the Swedish Strategy for Support to Civil Society 2025–2029. The program aims to strengthen civil society resilience, sustainability, and effectiveness across Kenya, Zimbabwe, Colombia, and Lebanon.

THRIVE seeks to empower civil society actors to counter shrinking civic space and promote enabling environments through three interlinked outcomes:

• Safe and inclusive spaces for collaboration
• Strengthened operational and strategic capacities
• Increased access to knowledge, networks, tools, and resources

Role Purpose

The Finance Manager is part of the THRIVE global programme team and is responsible for the overall financial management of the programme across participating countries, ensuring compliance with donor requirements and Hivos policies. The Finance Manager provides financial oversight, supports planning and decision-making, and contributes to the effective, transparent, and accountable management of programme resources.

Key Responsibilities

• Financial Management: Lead financial planning, budgeting, forecasting, and monitoring of the THRIVE programme, ensuring effective stewardship of resources. Ensure compliance with Hivos policies, donor requirements, and financial standards. Provide strategic financial guidance to the Project Manager.
• Quality Improvement: Ensure consistent application of financial policies and procedures across countries and partner organizations. Establish effective financial management practices and provide capacity strengthening to partners.
• Financial Reporting Coordination: Coordinate preparation and review of financial reports, forecasts, and budget performance analyses for management and donors. Monitor financial performance and recommend corrective actions.
• Finance Team Management and Supervision: Serve as the line manager for THRIVE Finance Officers, providing leadership and support for consistent financial management across the programme.

Person Specifications

Qualifications / Knowledge / Experience

• Master’s degree or equivalent in finance, accounting, business economics, or related field.
• Minimum of 5 years' experience in finance, including management of donor-funded programmes, preferably in international NGOs.
• 1–3 years of managerial experience leading multicultural teams.
• Significant experience in grantmaking and managing the full financial cycle of donor-funded programmes.
• Advanced knowledge of accounting principles and financial management.
• Fluency in English is essential; additional languages such as Arabic or French are an asset.
