Location: The Hague, Netherlands

Under the direction of the Service Area Owner (SAO), the contractor will:

The Role

• Operate and support the application service daily, including administration, troubleshooting, incident resolution, and user support.
• Maintain and deploy the application, including updates, patches, installations, configuration changes, and controlled uninstallation when required.
• Manage data and reporting, including data loading and transfers, data validation, and maintenance and enhancements of PowerBI dashboards.
• Support the technical environment and its components, including RHEL, NGINX, JAVA, and MSQL connectivity.
• Manage the user community, including user provisioning, support, guidance, and troubleshooting during the initialization and onboarding period.
• Maintain operational documentation to ensure current application configuration, procedures, and technical knowledge.
• Provide service reporting and governance, including KPI/SLA reporting, risk and issue management, and participation in regular service reviews.
• Execute coordination and information gathering activities within NCSC, NCIA, and with stakeholders.
• Establish and maintain operating procedures, technical documentation, and identify opportunities for improvement and service efficiency.

Specific Working Conditions

The contractor may be permitted to work remotely for up to 20% of their total working time, subject to prior approval by their Line Manager. This arrangement must not adversely impact operational service delivery, project execution, or organizational performance. The contractor may work from their home in the duty location, following the NCIA teleworking policy and in coordination with their respective SAO. Travel to NCIA locations in Brussels or The Hague for in-person meetings may be required, with travel costs reimbursed according to NATO regulations.

Requirements

Skills, Knowledge & Experience:

• Active NATO SECRET security clearance.
• Bachelor's degree from a nationally recognized/certified University in a related discipline and 3 years of relevant experience; or 5 years of extensive experience in related duties without a degree.
• At least 3 years of practical experience in cyber security or related fields.
• Experience in application administration and production support transitioning into steady-state operations.
• Strong experience with Linux and Enterprise Linux environments, managing production servers, services, and processes.
• Experience with PowerBI, including dashboard development and maintenance.
• Knowledge of DB management (e.g., MS SQL or PostgreSQL).
• Experience with data loading, migration, and automation processes.
• Familiarity with IT service management processes, SLAs, incident management, and change management.
• Strong troubleshooting and problem-solving skills across application, middleware, operating system, and database layers.
• Excellent communication and analytical skills.
• Language proficiency in English at NATO STANAG 6001 Level 3.
• Relevant certifications in Linux Administration, with RHEL 9.x Certified Admin being desirable.

Desirable Experience:

• Experience working for or supporting military or governmental organizations.
• Experience in application initialization and transition into steady service.
• Familiarity with ITIL/service-management practices and formal change-management processes.
