Under the guidance of the Service Area Owner (SAO), the contractor will:

The Role

Operate and support the application service daily, including administration, troubleshooting, incident resolution, and user support. Maintain and deploy the application by managing updates, patches, installations, configuration changes, and controlled uninstallation when necessary. Manage data and reporting, including data loading, transfers, validation, and enhancement of PowerBI dashboards. Support the technical environment and its components such as RHEL, NGINX, JAVA, and MS SQL connectivity. Manage the user community, including user provisioning, support, guidance, and troubleshooting, especially during the initialization and onboarding period. Maintain operational documentation to ensure the application configuration, procedures, and technical knowledge remain current. Provide service reporting and governance, including KPI/SLA reporting, risk and issue management, and participation in regular service reviews. Execute coordination and information gathering activities within NCSC, NCIA, and with stakeholders to support these activities. Establish and maintain operating procedures, technical documentation, and identify opportunities for improvement and service efficiency.

Specific Working Conditions

The contractor may work remotely for up to 20% of their total working time, subject to prior approval from their Line Manager. Such arrangements must not adversely impact operational service delivery, project execution, or organizational performance. The contractor may work from home in the duty location per the NCIA teleworking policy and in coordination with their respective SAO. Travel to NCIA locations in Brussels or The Hague may be required for in-person or departmental meetings, with travel costs reimbursed according to NATO regulations for NATO duty. Contractors traveling for work must initiate travel requests from their designated duty station only.

Requirements

Skills, Knowledge & Experience

• The candidate must have a currently active NATO SECRET security clearance.
• A minimum of a Bachelor's degree from a nationally recognized/certified University in a related discipline and 3 years of post-related experience; or, exceptionally, candidates without a university degree may compensate with at least 5 years of extensive and progressive expertise in related duties.
• At least 3 years of practical experience in cyber security or related fields, such as developing and maintaining cyber security services, service initialization, and maintenance in complex technical environments.
• Experience providing application administration and production support, transitioning into steady-state service operations.
• Strong experience with Linux and Enterprise Linux environments, managing production servers, services, processes, networking, storage, permissions, and system logs.
• Experience with PowerBI, including dashboard and report development and maintenance.
• Experience with database management, e.g., MS SQL or PostgreSQL.
• Experience with data loading, migration, and data transfer processes and automation.
• Experience with application deployment, updates, patching, and release management.
• Familiarity with IT service management processes, SLAs, incident management, and change management.
• Proven ability to identify and implement service improvements and automation.
• Strong application troubleshooting and problem-solving skills across application, middleware, operating system, and database layers.
• Strong Linux system administration and troubleshooting technical expertise, particularly with RHEL 9.x.
• Excellent communication and analytical skills.
• Language proficiency in English: must meet or exceed NATO STANAG 6001 Level 3 "Professional Proficiency".
• Relevant certifications in Linux Administration, with RHEL 9.x Certified Admin being desirable.

Desirable Experience

• Experience working for or supporting a military or governmental organization.
• Experience in taking an application through initialization and transition into steady service.
• Experience in establishing service processes where they are not yet formalized.
• Familiarity with ITIL/service management practices and formal change management processes.
