ProRail is one of the largest contracting authorities and specialized sector companies in the Netherlands. The ProRail department for Environment, Legal Affairs, and Real Estate (LJV) advises all business units across a wide range of fields. This position focuses primarily on procurement law issues related to the High-Speed Line (HSL), which has its own contractual framework and specific responsibilities between ProRail and the Ministry of Infrastructure and Water Management (I&W).

You will be part of the legal core of ProRail and will work in a dynamic environment alongside colleagues from various disciplines. This requires a pragmatic and flexible mindset. All tasks must be performed within the applicable legal frameworks. However, there is often a tension between this and the need to succinctly translate your legal knowledge and experience into the complex and ever-changing ProRail practice. Colleagues will rely on your expert advice that balances legal frameworks with daily practice.

As a corporate lawyer for procurement law working 36 hours a week, your tasks will include:

• Reviewing contract amendments and advising the ministry on compliance issues related to these amendment requests. You will explain your advice upon request and answer any questions from the Ministry of IenW.
• Being part of the Complaints Desk.
• Handling standard legal inquiries for various business units in the field of procurement law and providing both solicited and unsolicited legal advice on procurement law.
• Being part of a team of 11 procurement lawyers and collaborating intensively with colleagues from the HSL Contract Management Team.
• Supporting the development of training and courses for colleagues within and outside ProRail regarding legal matters and building a relevant network. If necessary, contributing to the development of procurement law policy.

We work in a hybrid model: from home and at least 2 days a week at our offices in Utrecht (head office), Zwolle, Eindhoven, Rotterdam, and Amsterdam.

Your employment conditions include:

• A permanent contract from the start, as we have confidence in you.
• A gross monthly salary between €5,091 and €7,262 based on 36 hours per week, scale 9.
• An additional 13.61% of your gross salary in the form of an Individual Choice Budget (IKB), which includes an 8% holiday allowance and a 3.25% December bonus.
• A solid pension plan with Rail & OV, a fund that leads in sustainable investing. If you are currently in another fund, be aware that Rail & OV transitioned to the new pension system on January 1, 2026.
• A NS-Business Card with TrainFree (and a NS-Business Card for off-peak hours for immediate family members) or a tax-free kilometer reimbursement of €0.25/km for a maximum of 120 kilometers per day.
• 170 vacation hours and the option to purchase up to 185 additional vacation hours from your IKB.
