In the role of Capacity Management Consultant, you will blend data expertise with communication to create connections at tactical and strategic levels. Your mission is to find the optimal approach to align work demands with capacity offerings, utilizing both data analysis and dialogue within your network.

Responsibilities

• Provide insights into capacity issues, investigate trends, and identify potential opportunities, risks, and implications.
• Engage stakeholders for accurate analysis and develop corresponding advisory plans for domains and/or units, enabling responsible leaders to make sustainable capacity deployment choices.
• Advise on operational changes impacting capacity management, including compliance with the Working Hours Act (ATW) guidelines, on-call duties, and unexpected resource needs.
• Translate annual and work plans into required capacity, advising on long- and medium-term needs.
• Enhance colleagues' expertise by sharing your specialized knowledge and skills.
• Offer operational guidance to (senior) planners and oversee the scheduling process to ensure established results are met.

Capacity management is crucial for employee well-being and serves as a preventive measure. A significant reduction in ATW violations is also a key national priority.

You will collaborate closely with colleagues to create a planning framework that supports optimal service delivery within the unit. Your involvement in national working groups will help foster collaboration with capacity managers across different domains and services, ensuring a fair distribution of total capacity, standardized processes, and optimized workflows.

About the Company

The National Investigation and Interventions Unit (LO) is focused on combating serious and organized crime, including terrorism, state interference, cybercrime, and financial crime. The LO supports police operations across the Netherlands with special interventions and covert operations, continuously evolving to become a responsive and future-proof unit.

The LO unit is currently undergoing a transition following the completion of the LE split in early 2026 and is addressing various tasks within its domains. As current capacity management tools are being replaced, processes are being updated and standardized, and staff are being trained. The challenge is to optimally prepare the organization and realize the desired cultural and behavioral changes. Clearly mapping capacity demand and supply in a nationwide, consistent manner aligned with the LO's objectives, along with relevant steering information, is a key focus.

The Planning & Capacity Management Team is responsible for building all schedules within the LO unit. Our team, based in Driebergen, comprises 1 team leader, 1 business operations specialist, 3 capacity management consultants, and 15 (senior) planners. While the CMA functionally directs the planners, the Senior Planner assumes this role on a content level. Given that the domains operate nationwide, this position requires regular presence at one of the domain locations.
